Foothills Pipe Lines Ltd. (Foothills) is offering up to the amounts shown in the tables below for the month of November.

The bid deadline for this open season is 10:00 AM Mountain Time (MT) each banking day (excluding US and Canadian Statutory Holidays).

The last day to bid for STFT Daily Open Season Capacity in November is on November 25, 2019.

  • Requests for FT (annual) capacity have priority over STFT.
  • Minimum Term for STFT contracts is typically one month.
  • Balance of month bids (minimum of seven days ending on the last day of the month) may be accepted within the month requested.
  • The STFT minimum bid price is 100 per cent of the FT rate.
  • Bids are evaluated and awarded based upon a calculation of  bid multiplied by term.
  • Multiple bids by entities or their affiliates can not exceed the capacity posted.
  • Bids for different periods/volumes and amounts must be on separate bid forms.

Financial Assurance Requirements:

Pursuant to section 5.8 of the General Terms and Conditions of the Foothills Tariff the successful bidders will be required to provide financial assurances as required by TransCanada.

Bidding and Allocation Procedure:

As outlined in section 4.2 of the Capacity Allocation Procedures for STFT Service, all parties wishing to bid for this available service can do so by completing the STFT Service Agreement and Schedule A. Any bid received is binding subject to the conditions outlined in 4.2.2 of the Capacity Allocation Procedures. The STFT Service Agreement and Schedule A can be seen at this link Foothills STFT Agreement and Schedule A. This link Foothills Smart Form provides customers with a smart form which helps to complete the STFT schedule of service.

Please note that the minimum bid is 100 per cent of the CER approved FT rate.

Foothills GST/HST Procedure – For Export STFT Contracts Only:

For the purpose of billing GST/HST on export contracts, TransCanada requires Shippers to provide a Declaration which notifies TransCanada that the Shipper's STFT service is intended to serve an export market and should be charged 0 per cent GST/HST, including any potential Unutilized Demand Charges (UDC). Shippers who wish to be charged 0 per cent GST/HST on their STFT service and any potential UDC's must execute a Declaration. To do this, the Shipper is requested to execute and return the STFT Declaration attached to the bid form prior to the effective date for each STFT contract entered into. If  the STFT service is not for export and should be charged GST/HST please disregard the Declaration attached to the bid form.

Submitting Bids:

Your completed and executed Schedule A should be faxed to Foothills STFT Open Season 1.403.920.2341. Alternatively customers may send an email with the executed bid form to ab_ft_openseason@tcenergy.com prior to the deadline shown above. After the open season closes, we will notify customers as soon as possible. No deposits are required.
